(1) Official Plan of Haliburton County
As one of the key recommendations of the Strategic Plan, the County of Haliburton developed a County Official Plan. The County of Haliburton Official Plan came into force effect March 14, 2006. This document establishes a land use and planning framework for local official plans and decision-making at the County and local levels. As such, it has a broad, rather general focus which is intended to guide local municipalities and enhance the local official plan policies.

With the approval of the County Official plan came the delegation of approval authority for all local Official Plans and Official Plan Amendments. The local municipalities all have recently approved Official Plans now in effect. The local municipal official plans that are more prescriptive and geographically significant in their intent. For information regarding lower tier plans, please contact the municipal offices listed under County and Local Governments.
Amendments to the Official Plan for the County of Haliburton must be adopted by County Council and approved by the Minister of Municipal Affairs and Housing. The Official Plan is reviewed periodically and changes in policy are recommended to County Council.

(2) Official Plan of The Municipality of Dysart et al
The Dysart Official Plan is the key policy document that guides all municipal decisions on land use within the municipality. Clear and thoughtful policies will protect our natural environment; support and encourage a sound, healthy economy; and guide sustainable resource use and development. The Ministry of Municipal Affairs and Housing approved the new Official Plan for the Municipality on March 11, 2004. The Municipality is now conducting a review of the Dysart Official Plan.

(3) The Municipality of Dysart et al has a new By-law covering ATV usage on all its municipal roads, and a summary is attached. This new By-law still does not resolve the controversy about ATVs on private roads like the Boice-Bradley, which still is classed as a highway under the Highway Traffic Act.
Dysart et al Municipal Council – Monday, November 9th, 2009
By-law No. 2009-102, Permit all-terrain vehicles on certain highways:
Res. No. 09-608, Bill Davis, Andrea Roberts - “Be it resolved that By-law No. 2009-102, Being a Bylaw to permit the operation of all-terrain vehicles on certain highways under the jurisdiction of the Municipality of Dysart et al, be read a first, second and third time, passed, signed and the Corporate Seal attached thereto.”
Summary of the By-law:
- Definition of “ATV” and “low pressure bearing tire” as in the Highway Traffic Act, 1990.
- Permitted to use all highways under the jurisdiction of Dysart, et al, except Highland St. between Cedar Ave. and Dysart Ave., i.e., one block east and west of the traffic light.
- Contraventions subject to fines under the Highway Traffic Act.
- Effective on Nov. 9, 2009.
